The regulations establish an “Aquifer
Protection Area Program” under which Connecticut’s
“stratified drift aquifers” will be protected
against contamination from hazardous materials. The regulations
apply only to scientifically established “Aquifer
Protection Areas”, including an area in Stamford.
The regulations provide that local land use commissions,
assisted by the DEP, will prohibit the siting of new high
risk businesses using hazardous materials in Aquifer Protection
Areas.

support these much needed regulations proposed by the DEP.
This follows ten years of effort involving environmental
groups, regional planning agencies and municipal governments.
Wells provide water supply to over 650,000 people statewide.
It is essential that we act today to protect this water
supply. By focusing specifically on Connecticut’s
highest yielding aquifers the state has taken a large step
toward recognizing its responsibility in protecting this
crucial area of our environment. Under the regulations development
will not be prohibited but use of hazardous materials which
could degrade the water supply will be prohibited.
The regulations were proposed under DEP’s
existing authority pursuant to Section 4-170 of the Connecticut
General Statutes.”
