Senator Freedman Reminds Constituents That New Laws Take Effect October 1st

Senator Judith G. Freedman (R-26) is reminding constituents to familiarize themselves with new laws that take effect October 1st – especially if any of the new laws will have an impact on them, their families, or their businesses.

“I always remind my constituents when new laws are about to go into effect because it makes sense to assume that at least some of these laws will have a direct effect on their lives,” said Senator Freedman, adding that constituents may be especially interested in several of these new laws, including:

  • An Act Concerning Digital Media and Motion Picture Development in the State (PA 06-172) requires the Commission on Culture and Tourism to implement new state film and digital media tax credits.
  • An Act Concerning Electronic Mail Message Phishing (PA 06-50) prohibits using the internet or an e-mail message to solicit or induce someone to provide identifying information by pretending to be an on-line business without the business’s authorization, and sets forth penalties for violations.
  • An Act Concerning Clean Cars (PA 06-161) requires the state Department of Environmental Protection to establish a greenhouse gas (GHG) labeling program for new vehicles sold or leased for the 2009 model year and later.
  • An Act Concerning The Presence Of Volatile Organic Compounds And Notice Of Polluting Events (PA 06-81) requires sellers of homes that are, or will be, served by well water to notify prospective buyers of the water test results for volatile organic compounds, and the state Department of Environmental Protection to notify state, federal and employee representatives about contaminated sites.
  • An Act Concerning Freedom Of The Press (PA 06-140) with some exceptions prohibits government bodies that can issue subpoenas from compelling the news media to testify about, produce, or disclose information obtained for possible communication to the public, media sources, or information that could identify sources.
  • An Act Concerning Underage Drinking (PA 06-112) makes it a crime for private property owners, or those in control, to permit minors to illegally possess alcohol, or fail to make a reasonable effort to stop alcohol possession by a minor he knows has it illegally. This also makes other changes to law regarding alcohol possession by minor.“Approximately, 108 new laws, or portions of laws, will take effect on October 1st.
